This report summarizes the impact of the COVID-19 pandemic on nurturing care for early childhood development based on the latest available data and proposes priority actions and interventions required to safeguard this critical period and ensure children’s optimal development during the COVID-19 pandemic. The report also showcases UNICEF Country Office initiatives supporting early childhood development across the five components of nurturing care.
In light of COVID-19 restrictions, USAID Momentum and its implementing partners needed to modify delivery of the ‘First Steps Intera za Mbere’ programme, which enables caregivers with children aged 3 years and under to promote nurturing care. Following a phone survey to understand caregiver attitudes, knowledge and practices, they adapted the programme to be delivered via radio. This brief describes the adaptation process.

This video demonstrates how mothers with Covid-19 can breastfeed safely, providing their newborn with the best source of nutrition and protection to survive and thrive. The 60-second film was produced by award-winning Studio Eeksaurus of Mumbai with UK-based Medical Aid Films. The video is also available in the five official languages of the United Nations (Arabic, Mandarin, French, Russian and Spanish). This is the first in a series of videos regarding self-care during COVID-19.
This paper explores the experiences of neonatal health care providers caring for small and sick newborns during the COVID-19 pandemic. An online survey in three languages was used to collect data on COVID-19 preparedness, effects on health personnel and on newborn care services, including kangaroo mother care, as well as disruptors and solutions. There were 1120 responses from 62 countries, mainly low and middle-income countries.
This paper finds considerable inconsistency in guidance documents from 33 countries regarding breastfeeding and newborn care. None of the guidance documents reviewed recommended all aspects of WHO guidance. In this paper, health care providers from 62 countries share their experiences of caring for small and sick newborns during the COVID.-19 pandemic.
This document, along with a 9-page brief, describes the implementation experiences and emerging lessons of COVID-19 response strategies of seven programmes that prioritize nurturing care and early childhood development. The case studies include a wide range of geographic contexts and the programmes address at least one of three components of nurturing care: responsive caregiving, opportunities for early learning, and safety and security. The seven programmes are: Associazione 21 Luglio (Italy); Ummeed Child Development Center (India); Nobody’s Perfect Parenting Programme (Canada); Kangaroo Foundation (Colombia); International Rescue Committee & Sesame Workshop [Ahlan Simsim programme] (Jordan); Parenting for Lifelong Health [MaPa programme] (Philippines); and PATH Mozambique.
This report and the associated 4-page brief synthesizes the results of searches on two databases, an extensive collection of grey literature, and 112 scholarly and scientific studies from more than 30 countries on nurturing care for young children during the COVID-19 crisis.

The Reach Up Early Childhood Parenting Programme is based on the Jamaica Home Visit (JHV) intervention, designed by Sally Grantham-McGregor. The set includes 10 counselling cards and a recommended practices booklet.
This guide aims to provide evidence-based messages, practical guidance, case studies and resources that can be used to promote parents/caregiver’s mental health during the COVID-19 crisis, with a special focus on adolescent caregivers. A discussion on investing in human capital at the 2020 IMF/World Bank Group Annual Meetings, Civil Society Policy Forum. The session will examine the impact of major disruptions in services for the nurturing care and development of all young children as a result of COVID-19. It will present a new tool: “Cost of Inaction for Young Children”, and identify pathways to increase investments for young children.
In May-June 2020, Ummeed conducted a needs assessment with their partner community-based organisations across India by phone. It was to understand how parents and caregivers were coping with the COVID-19 pandemic, especially as it related to their ability to provide nurturing care for their children.
This review aimed to deepen understanding of the effects of COVID-19 on nurturing care on young children in the Kenyan context. The review draws on empirical evidence from previous pandemics and epidemics, and anecdotal and emerging evidence from the ongoing COVID-19 crisis. The review proposes program and policy strategies to guide the re-orientation of nurturing care, prevent the detrimental effects associated with deteriorating nurturing care environments, and support the optimal development of the youngest and most vulnerable children.
