That includes relevant laws and policies (sectoral and multi-sectoral), coordination among decision-makers at national and local levels, and financial investment for the expansion and strengthening of services.

That includes listening to families and involving them in the decision-making, encouraging communities to demand good-quality care, and using mass media to reach the whole population and generate demand for services.

That includes strengthening systems and equipping the frontline workforce to be able to make sure that all caregivers and young children receive support for providing nurturing care, and that those with additional needs get extra support and services.

That includes gathering information about a particular population to inform policies and services, continuously assess the different components of a programme to understand what is working and what needs improving, and monitoring individual children’s development to identify and enable support for those at risk of not developing as well as they could.
